Community Elections 2008

Community is inviting branches to nominate candidates for the National Executive Council Elections 2009 - December 2011, and for the positions of General Secretary and Deputy General Secretary

 

The Presiding officer has declared the results of Community's election for Deputy General Secretary and National Executive Council seats in region 2 and 5.

All positions on the National Executive Council as well as General Secretary and Deputy General Secretary were opened to nominations.

Having written to the National Executive Council earlier in the year waiving the constitutional provision allowing him to continue as General Secretary until retirement age, General Secretary Michael J. Leahy OBE declared that he would contest an open election.

General Secretary and Deputy General Secretary

General Secretary Michael J. Leahy OBE was re-elected unopposed.

The position of Deputy General Secretary was contested by Community President Keren Bender and Community National Officer Joe Mann.

On a 19.5% turn out National Officer Joe Mann was elected.

The allocation of NEC seats is as follows:

15 Regional Seats

Region 1: 1 seat

Region 2: 2 seats

Region 3: 3 seats

Region 4: 2 seats

Region 5: 3 seats

Region 8: 1 seat

To be eligible to stand for the Regional Seats a nominee must be a Working Member with more than five years membership, have held one or more positions as a duly-appointed or elected representative of the union for at least two years immediately preceding 22 August 2008, be nominated by at least two branches (one of which must be the nominee's own branch) and been working in the region for which they seek nomination for at least two years prior to 22 August 2008.

There are seats additional to the regional seats as follows:

3 Joint Regional Women's Seats

Regions 1,2 & 3: 1 seat

Regions 5,7 & 8: 1 seat

Regions 4 & 6: 1 seat

To be eligible to stand for the Joint Regional Women's Seats a nominee must be a Working Member with more than five years membership, have held one or more positions as a duly-appointed or elected representative of the union for at least two years immediately preceding 22 August 2008, be nominated by at least five branches (one of which must be the nominee's own branch) and been working in the relevant geographical area for at least two years prior to 22 August 2008. Only women may stand for the Joint Regional Women's Seats.

 

1 National Seat for Disabled Members

To be eligible to stand for the national seat for Members with Disabilities a nominee must be a Working Member with more than five years membership, have held one or more positions as a duly-appointed or elected representative of the union for at least two years immediately preceding 22 August 2008, and be nominated by at least five branches (one of which must be the nominee's own branch). In determining the eligibility of candidates for election to the national seat for Members with Disabilities, the National Executive Council decided that the union should be guided by the practice of the TUC as well as by the provisions of the Disability Discrimination Act which sets out the circumstances in which a persion is disabled. The latter says that a person is disabled if he or she has a mental or physical impairment which has a substantial, long-term, adverse effect on ability to carry out normal day-to-day activities.

 

1 National Seat for Ethnic Minority Members

To be eligible to stand for the national seat for Ethnic Minority Members a nominee must be a Working Member with more than five years membership, have held one or more positions as a duly-appointed or elected representative of the union for at least two years immediately preceding 22 August 2008 and be nominated by at least five branches (one of which must be the nominee's own branch). In determining the eligibility of candidates for election to the national seat for Members representing Ethnic Minorities, the National Executive Council decided that the union should be guided by the practice of the TUC in elections to the General Council.

 

The full timetable for the 2008 Community elections is as follows:

  • Letter to branches requesting nominations: Friday 22 August
  • Close nominations: Friday 19 September
  • Request election addresses from candidates: Monday 22 September
  • Closing date for election addresses: Monday 29 September
  • Send out ballot papers: Monday 6 October
  • Close of ballot: Friday 24 October
  • Declare result: Monday 27 October
